Hello,
I have seems like I missed a lot, during my time away... So since the Space Trait "Romulan Operatives" seems to be pretty good.... is there a way for a Fed side toon to get a very rare of those Boffs?

From the Fleet Embassy, with Fleet credits. Make sure you double check their traits, they don't all have it, but some of the ones available there do.

i checked.... but the embassy only has rare Boffs with that trait

The Blue quality male tactical BOFF is the ONLY one with the trait, after you purchase him and he becomes part of your crew, he magically becomes a purple quality.
