Currently running Windows 10, 64bit. Intel core i7 cpu 970 @ 3.20 GHz, 12.0GB RAM, Gforce GTX 1070. Sabertooth x58 motherboard.

Some games asking for more Ram (Star Cit.). My research shows I can probably goto 16GB easily and my online research shows I should be able to push to 24GB (no one selling  kits to do this though)

Current CPU is powerful but no on chip graphics stuff for Background imaging on web cam so not able to do that currently but not sure I care :)

Upgrade Ram and keep as my main - or retire to backup status and buy a new rig??

I am no techie, but I would go for upgraded RAM at this point.  Some interesting improvements in the PC future, so hold on Rig for another three years.  I always try to keep my rigs for at least five years, because I'm a cheap.

After looking at teh specs on the motherboard and the Video Card (the video card is 8GB?), upgrading the RAM is probably all you need if the video card is 8GB.
