Meanwhile, over at the 7th Imperial Tactical Squadron.......
Fleet Research Lab III currently needs:
1) 12K Industrial Replicators
2) 850 Common Duty Officers
3) 300K Dilithium
4) 400 Research Lab Provisions
Looks like our Armada mates filled in the last 2500 Fleet Marks.

So in all seriousness, what the hell is up with the Fleets in our Armada?
Detla Colony: 4 holdings not complete and they have fleet marks greyed out
Glacies Fleet: has one project! For Dil . . . also greyed out
Underground Market: 1 project that isn't Dil
OmegaFleet: Has projects, but only two actual members
10th MACO: they've actually removed the contribution restriction to fleet marks
Cornerstone: this ones good
224th MIW: 4 projects, all Dil, and I swear they've been the same projects for months
9th PL: this one is good
7th Task Force: I hear the fleet leader is an asshole

On the KDF Side, almost all of the Armada Fleets now have Expertise "greyed" out, as do we. Some do have "fleet marks" greyed out as well, but, if they do, I have been told they won't receive any Dilithium from the larger fleets. As a Gamma Fleet, the 7th I.T.S. has benefited greatly from the Dilithium contributions. I believe they have better communications between the leadership of their Junior fleets, but that is waning as well.
In many ways, all Fleets are caught between a rock and a hard place, due to Cryptic's lack of foresight and continuous "management" changes. Fleet's actually finishing their Star Bases and then coming up with the Armada idea to help small fleets. Some good ideas on the Forum's, but it has been my experience if the idea is not thought up in the front office, it just doesn't matter. But hey, more new ships are on the way and a new and improved skill-point system right around the corner. Stay calm and sally forth.
Meanwhile, over at Star Citizen, I'm learning to fly a space ship.......

Well the one resource sink this game is not short on is Dil. Rep gear, upgrades, various other items, and of course the Armada, all require or need dilithium. This isn't going to change, and if does, it'll be because they added another dil sponge rather than taking one away. It's just not realistic to expect much in the way of dil contributions at this point in the game.
