Hit your "P" Button to display your Available Skills,
Expand your Action Bar to 3 Rows
RIGHT CLICK and DRAG your skills to the Action Bar
RIGHT CLICK and DRAG your skills to Move them around.
Left Click will Activate the Skill.
You may need to adjust your HUD set under Options after doing this.

Also, Right clicking on your main front and rear weapon will prepare them to Auto Fire on your Command. They will highlight with a green a box when set for Auto Fire.

When ready, you will need to issue the fire command once.
