I saw a 9 Feb post stating that the 7th Fleet was reassigned to Star Base 39 Sierra, Alpha Centauri Sector Block, Sierra Sector. Are those orders still in effect? I only ask because, as a newb, I've been staying close to Sol and only venturing where the local missins take me.

Starbase 39 is are home base per say this is where all meetings and other fleet related happens,happen. Some of us dock there before log off and it give us a bit of RP style game play.
