Two questions...
1-Are the Reman shields better in performance or, is it just the looks? Same for the variance in the Borg and Aegis gear.
2-Could you post a science (DPS/Debuff) version that you think would work well? I'm going for a Spec-ops type build, rather than a healer.

In my experience, the Reman shields are somewhat better than average. The Borg and Aegis gear sets are almost a must have, though. I personally prefer the Borg set, but Aegis is very good; followed closely by the Absolute Zero set from the Breen series.
