I am going to run one of these up along side my Rommie This toon is also a science officer, but is indiffernt also to ship type. I will not be flying it as a science ship. I have the Regent and Galaxy pack already. Is the Excelsior worth more to me in pvp, or are they too similar to really matter?

The Excel has best turn rate of the 3, but I'd say it falls in between the Sovi and dread when it comes to a scale of damage-tank for layouts.  So its more if you just really want to ship to have it, bit you won't be missing out of you don't add it.

You're the only one who can say which ship is worth more to you in pvp, or in any other situation. A ship is a tool you're using to accomplish what you will. The ship that's going to be worth most to you is the one that will compliment your playstyle while helping to reduce your own weaknesses.

I fly the avenger, it has more weapons up front for when I'm approaching, darts around pretty decently which lets me broadside, my favorite because I hate trying to keep my nose pointing at darting mosquitoes, and has good armor and shields so I can take that beating while darting about. It's not the preferred way for everyone.

My engineer flies an Ody, which can take a tremendous beating...and that's great since it hits with kids gloves. It's not my favorite because I would rather kill quick and move on but Runaz would swear by it. Davis flies a science ship which drains energy. Huck was the defiant master. Novin flies that Galaxy with the turrets. G .. he doesn't count, he flies everything...  Point being, each takes the time to develop what compliments the playstyle.

Wise council. Gonna fly a few tonight and see which is closest to my Romulan ship.

On another subject, I am finding it somewhat difficult to build up my crit numbers without my 5 Romulan operatives. I know 

can get the guy from the embassy, but how do you build up the federation side numbers. I am at just below 10% Crit chance.

Depends on the ship. I have 20% crit unbuffed in my defiant with the tommy Boffs, tachy, and fleet consoles...along with rep passives and such.  My science ship has quite a bit less though since it only has 1 tac boff spot and I don't run a tachy...fed ships can't get the crit of a tommy without sacrificing console slots for it instead of resistance or such.
