All my experience with building crit is with Romulans, and it appears that other than the one officver in the embassy, it iss much harder on Federation side. Anyone got tips on what to buy/look for? Right now at about 9%.

Well, there are definitely Tactical Consoles at the Fleet Spire that are worth looking into.
Since our Spire has recently made it to level 3 in Research, there are Vulnerability Locators available, increasing Crit chance by +1.6% each.
