No Sir. I got an invite during open beta, never had to go anywhere. If there is a special location, please pass that info!

If you are referring to joining the fleet that is already created in STO, then you will not need to go anywhere (per say). You will only need to request someone that is already in the fleet to give you an invite. This is best done using the Vent.
Correct me if I have misspoken Commanders.
