I was wondering why my officers are not getting any higher in rank. They are maxed out on Ensign skills. Please advise.

You have to promote them...
Here is how...
1. Press "K" (the Character Status window)
2. Select the status tab.
3. Select a BO on the left.
4. Select the drop down on "Career Options"
5. Select "Promote"
Assuming you have spent the required skill points on the BO you are trying to promote, then the "Promote" button will light up.
Note: You can only promote BO's to a rank lesser than yours. For instance, if you are a Commander, the highest you can take your BO's is to LT Commander.

Just rememeber, you have to be at least one rank higher than they are.
