Well I see that your a tactical based off your site color. My advice is get you an escort. They were built for tactical officers, therefore you get the most use for them with damage. You could go cruiser but it's more of a challenge to be effective.
Defiant(Tactical Retrofit): This is the ship that will get you the most damage output with the most Tac slots for officers. It comes with the cloak which I personally love. It gives you 15% damage boost for 5 seconds after decloak. For PvE with a good build means u can take down your target in those 5 seconds easy. For PvP provides you with the edge of recon and picking when you fight. However this ship is the purest glass cannon so it will take skill to keep her alive, but can be done.
Fleet Defiant: Same as above, but no cloak. This has a 5th tactical console slot for more damage. You can get this once you hit your next fleet rank which won't be long if u wait. Cost 4 fleet modules(which can be bought off exchange too). If you pick up the above because you want cloak, then it will only cost you 1 module and you can move cloak to this.
Akira Heavy Escort Carrier(that ugly thing Cryptic calls Armitage): This thing can put out the damage and with the Lt Cmdr Engineer slot it can give you the best surviablity for any escort. I personally love this ship(along with Defiant). That extra heal can keep you in a PvP fight or STF longer without much effort. The hanger pets can be dumb when it comes to warp core explosions but add some flavor to help you clear other people's annoying array of spam.
Prometheus MVAM: This much like the above in the fact it gives you more survivabilty except with a Lt Cmdr Science slot. So you can bring extra heal, room for Polarize Hull to break tractors, or a Sci attack skill. When we get to T4 shipyard you can pick up the fleet version for 1 module for the only other Fed ship that will have a 5th Tactical console. The multi-vector console is neat, but drops certain stats of the ship during use and it has long cool downs.
Fleet Patrol: Another ship if you wait till you can buy from fleet stores. Like the regular one, but gives you 4 Engineer console slots and a universal ensign Bridge slot so you can make it to whatever your liking. I've not used it, but this is probably one of the most versitale escorts due to that universal and she can take hits.
Excelsior: If your wanting a cruiser this is only one of 2 I would suggest for a Tactical. Lt Cmdr tactical station is why. Plus she is the most maneuverable. The fleet version is available to our fleet also which gives you a 4th tactical console. Also the coolest thing about this baby is the Transwarp to pretty much all sector blocks.
Regent: Only other I would recommend to Tac. Has a Lt Cmdr and Ensign Tac slot. Also she comes with a 180 degree Torp which makes its easier for a beam build to keep your guns on them. 1 less degree in turn from Excelsior. There are builds out there that make this and the Excelsior hard hitting.
Hope that helps in you deciding. As stated escorts are the best for Tacs in general. There not as hard to make effect in PvE or PvP and STF for team support. Cruisers take more skill to get the damage out to be an effective member of a team, but have the potential to put out high constant damage and take the beating. I listed both because I dont believe in telling people what they should fly and the fact both can be deadly when built right.

Thanks so much!! I'm leaning towards the Heavy Escort Carrier looking good with the tac consoles. Thank you Huckabee for the explanation its really helped me alot.
