1. P'rett is hereby frocked to the rank of Commander.

2. Fleet Captain Hau is removed as AlphaCom.

3. Fleet Captain Mercer is removed as COMFLTOPTAC.

4. Fleet Captain Mercer is designated as AlphaCom.

5. COMFLTOPTAC is no longer a necessary position.

This is being done to streamline the command structure. It makes no sense for Mercer to report to Hau, and for Hau to report back to Mercer, then for Mercer to get a report from Scott and bring both to me.

Realistically, this changes almost nothing. It simply makes the organizational structure align with how things are currently working anyway, by and large. All TF commanders are to retain the utmost freedom in making decisons regarding their units, and make their reports directly to HQ, rather than following an unnecessary bureaucratic maze.
