The "Lucky 7th Fleet" has already done all of that; have been doing it since a year or more before launch; still continue to do it; will always do it; and we are looking to bring our fleet community into other games as well.
What I find lacking in the "article" (plug for their own fleet) is any demand of Cryptic to improve Fleet interactions.
We in the 7th Fleet have, at various times over the years, actually made demands on Cryptic to fix fleet actions; making them private fleet instances. We fought for it for weeks, in one or more threads, and then they gave us "Level Banding".
We fought against the half-measure of level banding. Further changes were demanded for, needed and finally addressed. Now we have 20-man fleet actions.
Fleet supports are great to have outside of the game. But, they are poor substitutes if the in-game supports are woefully lacking.
Private Fleet Actions is a major step in the right direction. NOW!! We must begin to push for Fleet Space Station!
