You have joined a Fleet that has clearly demonstrated exceptional leadership qualities and professional contributions for all its members. I extend to you my personal thanks and the sincere appreciation of a grateful Fleet for becoming its newest member. You have help strengthen our man power during a critical time when all Starships are needed for battle.

The COS, would also like to stress that you take the opportunity to read the requirements that will maintain your membership with this fleet. Just being a member is not enough; we require engagement with the fleet.
