The 'Save the Whales' Fleet Action is unfortunately very buggy right now, to the point of being uncompleteable. If you are able to make it tonight (saturday), expect something else to take place - probably a Starbase Defense or a different Fleet Action.
Whatever ends up happening, all Fleet Action ribbons are authorized for their respective events, should they take place. Consult your Operations Manual for information on the Fleet Action ribbons.
