Been pulling 30-32K DPS in both consistently. These are Surgical Strike builds (as opposed to BFAW) so it give great single target damage while not drawing aggro most of the time. The Phantom can easily be converted to a BWAW- or Cannon-boat, but with the Eclipse you would need to make some changes to your Active Space Doffs to account for the lack of Tac-Boff options.
