This award is considered equivalent to the Duty Officer Completion Award. The primary difference between the two is that while the Duty Officer Completion Award is achieved on a single character only, the R&D Completion Award may be earned over multiple characters. In other words, once you have achieved level 20 in all R&D schools, across any number of characters, you are eligible for this award.
The Duty Officer Completion Award is meant to display a singular personal achievement that is generally only of benefit to the awardee. The R&D Completion Award is meant to distinguish an individual by their benefit to the fleet as a whole, as a skilled crafter may be of use to all, provided materials are available. As such, whether the fleet member in question has achieved this on one character or more makes no difference in terms of his value as a crafter to the Fleet.

This ribbon is going to be adjusted. The purpose of the ribbon is to represent a visual display to other members regarding who has achieved the ability to craft high-end items. These high end items only require leveling a given school to 15.
Getting to level 20 in a single discipline, without spending inordinate amounts of dilithium to speed the process, is ridiculous. Doing it on all of them, even across multiple characters, is a bit unreasonable. Therefore, this ribbon will be awarded to anyone who is able to reach level 15 on all disciplines across any number of characters.
I may add a 'Master' version of this ribbon in the future for achieving level 20 in all schools.

Not sure if this is the best place and it lacks actual proof. A "leap of faith" or trust is required.
The following 7th I.T.S. Officers (@Wupteedo) have met or exceeded Level 15 in various R&D disciplines.
Thu'Fir - Beams, Engineering, Science, Shields
Ayn Rand - Beams, Cannons, Engineering, Projectiles, Science
Shylock - Engineering, Projectiles, Science, Shields
Grey - Engineering, Ground Weapons, Projectiles, Science
All categories are checked in Red.
