I am requesting the following Ribbons:

The Big Dig Campaign Ribbon (from last Friday's Fleet event)

Tour the Galaxy Ribbon (from last Friday's Fleet cat-herding action.)

Species 8472 Reputation Ribbon

Terran Reputation Ribbon

request r&d completion ribbon

I thought you got the R&D ribbon when you completed all the categories to level 15??

the ribbon info states to level 15 across ALL characters..not just one ;p so my fed has lvl 15+ in beams, engineer, science, shields..and my kdf has lvl 15+ in cannons, ground gear, and projectiles...so the way i read it that qualfies

This is correct. The purpose of the ribbon is so that the rest of the fleet can see that you can craft any of the special items in the R&D system, so if someone needs something they know who to ask. It doesn't matter which character you make stuff on, as long as you can make it and theoretically trade it. So it's an account level award.
