You have a few options for getting a ship without spending actual cash.
Fleet Ships - You can purchase a Fleet Ship with Fleet Credits and Fleet Ship Modules...you earn the credits by donating to Fleet projects, and the modules can be purchased with either cash..or in your case from the exchange. I haven't checked the price on them lately but expect to pay 7-10 million EC per module and fleet ships cost 4 modules if you don't already own the C-store version of it.
Lockbox/Lobi Store Ships - These come in the form of T4 - T6 ships depending on the ship and sell on the exchange for anything between 50 - 500 million EC depending on the ship and the current market.
C-Store Ships - The ships that cost cash...this one can be a really long grind..build up enough dilithium to trade for Zen via the dilithium exchange. I would definitely not advise this method as the exchange rate for Dil to Zen is horrible right now because of the large influx of Dil from Delta recruits.
I may have missed an option, but if I did hopefully someone else will chime in.
I fly the T5-U Fleet Intrepid on my Science Toon and love the ship. It's definitely a Science ship, but anyone that tells you a Tactical Captain can't be successful unless they're in an escort is lacking in intelligence.
The biggest peice of advice I can give is to fly a ship you love and if it's not optimal for dps/tanking/etc...who cares. Any ship you decide to fly can be made to work well. Once you have your ship if you'd like any help setting it up or testing it out let me know.
