 A Fleets progression is more important than its size in deciding where it should sit in an Armada structure.  A big fleet that isn't well progressed yet may not have a need to open projects to share with the Armada, because they have the manpower to fill them.  A small fleet that has all its holdings finished isn't much help either.

As for ideology, keep in mind we will be sharing a chat channel with these other fleets, so I'd say yes, we want to join with like-minded fleets if at possible.  The social compatibility is important.
