So here is my situation. I don't have a lot of money to dump into the game. Like most players though I do want a T6 ship to fly around in so I can feel like I can contribute. Since I can likely only afford one ship at the moment I decided on a fleet tactical escort. Since the ship is purchased outside of fleet controlled areas it didn't come to mind that the fleet restriction on ensigns would prevent me from actually making the purchase. So now I have contributed enough to have more then enough fleet credits. I had the far right items already and I bought the fleet ship modules but I can't actually buy the ship.
To my understanding the promotion to lieutenant happens after the first month with the fleet (im not sure because I have yet to find anything on the website that actually tells me this information). The new fleet member guide (very useful by the way, thank you) did mention that in rare situations this promotion can come early which would solve my issue. Obviously it is not appropriate to actually request this early promotion but I thought I would explain the situation and see if anyone could help me out since I spent the money and earned the credits already.
Otherwise I will see everyone next time we all get together and will probably see some of you here and there before that as I get to know all of you. I've been focusing on getting to level 60 and getting done with the story so I can be on par with most of the fleet but I have had some fun times when I have played with fleet members so far and this is clearly the fleet for me. With so many fleet members though it may take me a little time to open up to everybody though.

Not that I have much, if any say so in this matter, I figured that I could offer you advise. Being sense a fair portion of us are prior service, I would say to participate in as many fleet gatherings as possible if you haven't the availability to participate in all. This would show your commitment to the fleet and our chain of command would most likely be more willing to promote you ahead of schedule.

This is sound advice; trust me, as a former CoS for the 7th, that sort of participation is noticed.

Although Davis is the man to go to regarding builds, I would suggest that you consider the Tactical Escort from the Zen Store. The Zen Tac Escort has a 5th level of mastery, which gives you the ship ability Withering Barrage on top of every thing else. It increases the duration of Scatter Volley for four seconds. If you do not run cannons, then it is not that big a deal and your original selection should be fine. Earlier this year, there was a special on the Valiant class and I have one. It is a damn fine ship. The Quantum Warhead Module, or "torpedo shotgun" can hit pretty damn hard on unshielded ships.
As far as feeling uncomfortable because of your current build, I was in the same spot you were back in December. I picked the game back up in June of last year after leaving in Season 3 because of the lack of content. It too months of grinding and some zen to get where I am now. Be patient and relax knowing that we are all here to help you.

Sadly I already spent on the fleet ship modules which to my knowledge I can't convert back to zen.

LOL -- made my day, Sir. To Capt Lang's credit, she's a fast little ship. Believe me, I know something about running around in a Tier Five ship and blowing up; reference the Fleet recruiting video and my Vo'quv carrier being used as target practice.

On the homepage, the link for the Fleet Operations Manual is in the upper left corner in the 'Section Links' section. It can also be found in the Forums under 'Membership Documents' sub-forum.
That being said, your interest and participation in Fleet activities and doctrine has already been noticed.
