Attention all Captains -
One of our Special Agents serving on Cardassia Prime has recently disappeared and is presumed either killed or captured. His last transmission concerned Klingon infiltrations of bases and stations throughout the quadrant. Station Deep Space Nine and Station Drozona were specifically listed by name in the report. Starfleet Intelligence has also confirmed large amounts of encoded message traffic between these two locations. We did not receive specific information regarding the roles or identities of individual Klingon agents. Yet we now know they indeed exist and know where they are.
Starfleet Command has decided against an overt military campaign to root out this threat, as an expanded conflict would leave the Federation extremely vulnerable. A more subtle and restrained approach is warranted, while continuing to bolster the military presence in these key locations.
The Seventh Fleet has been ordered to forward deploy two units, leaving one in support at Starbase 39. These units will engage in various surveillance and information gathering activities, while training together to raise our overall combat readiness should an attack be imminent.
Deployment orders are forthcoming and will be issued in two stages. Once each unit arrives at their primary staging area, final Operational Orders will be issued. The Fleet remains at Yellow Alert. Please keep your commands informed.

"We've been warning them of this type of threat for years. It took "Intelligence" to file a report with 6-month old information for anyone to listen. Figures."
