Flag staff and their direct support staff are considered 'Command Staff.' Obligations include everything ranging from fleet financial management, event planning and coordination, roster and website management, ventrillo, radio, and fleet store support, and everything else in between.
Command Staff meetings are held on a monthly basis, with orders spread through the rest of the fleet via chain of command.

Just want to check white collar on WOK uni is still for the the admiralty correct? Not everyone in the chart...

Correct, white collar is flag staff only. Not everyone on this chart is considered Flag Staff.

Just to further clarify, the only Active Duty personnel authorized to wear white as the 'departmental' color on their Fleet Uniform (TWoK) are:
Fortin
Van Wormer
Yatug
Talbot
Augurson
Blodvaerd
Shackelford
