Well... yes, and no. We don't, as a Fleet, restrict fleet events by level. But sometimes getting everyone in to the same instance for these Fleet Actions has proven to be difficult, if not impossible.

This particular Fleet Action takes place beyond the Gamma Orionis Transwarp Gate, which I believe you have to be at least Rear Admiral 2 or 3 (not sure exactly) to pass through. Even then, with so many VA's sure to be in attendance, often times the maps won't allow us to mix VA teams with non-VA players. We make every effort to include everyone, but sometimes, the game just doesn't allow it.

As far as the ribbon award goes, all we ask is that you be online for one of the two evenings and make the attempt to join up. If you cannot, it isn't your fault, and you would therefore still be allowed to display the ribbon on your namebar - I know you don't have one yet, but it is something to keep in mind when I get around to setting one up for you.

Aye the game limitation is what I was speaking of in terms of level requirement. I'll definitely give it a shot and will completely understand if the game doesn't allow me to join.
