Looking at the upcoming tasks to get SB Yatug to Tier 1, the following are items we can collect to ensure overall success:
Tactical Duty Officers
Security Duty Officers
Ops Duty Officers
Engineering Duty Officer
Shield Generators
Astrometric Probes
Dilithium
Mr Hau and I recommend visiting Starfleet academy every 2 days to start the recruitment missions for additional duty officers.

I believe I have 5 recruitment missions completed wasting space on my mission list (since my DOFF roster is full) so once I'm able to get on tonight for the fleet wargames I'll donate whatever I can, I can also farm dilithium on my main since he's maxed out.
