Just some basic info, as we have a lot of new people lately -
These ribbons do not appear on the 'Medals' section of our site, nor are they 'awarded' via the webpage. We generally do not take attendance at our events.
If you have attended any of the Fleet Action Events that have been sponsored by the Fleet Admiral, i.e. scheduled via the calendar and/or announced on the website as a Fleet Event, then you are eligible to display these attendance style ribbons on your namebar.
This is all done on the honor system.

I won't be there this weekend either. My stepdaughter is coming in from out of town.
However, I see no reason why participants from the Starbase Comissioning shouldn't be allowed to wear this. It was a scheduled action.
