I just noticed that you can file commendation reports from a terminal near the Officer of the Watch. The terminal is right by the door on the right as you enter. You need to be level 4 in the department with 110,000 xp to file. These are Duty Officer missions that take 8 hours, but you receive 75 fleet marks per mission and the station receives 10,000 XP for whatever department you file under. These look like great missions!

you just have to keep doing duty officer missions till you get you rank to that amount

Geesh.. so, you not only have to be at rank 4 in a given DOff category, you have to be 10k xp over rank 4...
Also, it doesn't look like you're actually earning any xp for the station; it's awarding 10k doff xp back to you - in a category where you already have to be 10k over max. Kind of strange.
I was able to start 3 different ones, I'll let you guys know what happens...

I completed the diplomat one...for my 75 fleet marks and some expertise back, but that's it.

Ya I don't know why this didn't click when I looked at it last night, but the 10k doff xp is what it supposed to cost you to be able to do the mission. It doesn't show up int the rewards area, it shows up in the required items area.
I think this is to keep you from being able to just constantly repeat the missions. And the fact it requires you to be 10k xp above rank 4 means that completing a commendation report will never drop you back down to rank 3.
