I am going to be doing a beam array ship. Would I be better off from a fleet ops perspective with the Avenger of waiting for T5 shipyard and a Fleet Regent?

From having both (Fleet Avenger and Regent c-store version [until I get my hands on a fleet regent *drool*]), I can say the Regent is more balanced in regards to damage and tanking, the Avenger can equip dual heavies and with good turn rate is a godly attack ship for any class. The Avenger is able to tank quite well with the Aux2Bat build but I find it much harder since I have it built for maximum damage.

Before having an "escort" setup on my Avenger, I did run it with full beam arrays (plus the 180 torpedo) and it ran quite well but I saw it more as a "cruiserscort".

Go with whichever one you think looks the best and like better.  Like Davis said, both ships are the same if you get to breaking things down if you use the universal slots the smart way.  Me personally I would got with the Regent, but that's because I like the Sovereign style.

I went with Avenger and have started gearing it up. Almost got all my forward guns done. Saving to BORG console now. Almost have everything I need. U.S.S. Victoria.

Only recently have I sensibly equipped and combat-tested both starships (a Fleet Battle Cruiser and Fleet Assault Cruiser Refit), so I decided to bump this post and add some of my thoughts to it.

A Fleet Avenger-class is made for frontal assaults, as her 5 fore/3 aft hardpoints suggest. Therefore, she will eat up your Eng console slots for turn rate enhancements. As an outcome, she'll never be as durable as Regent or Imperial-classes. She even has less hull/shields HPs to begin with.

On the other hand, a Fleet Assault Cruiser Refit has no Dual Cannons capability, so she'll never match Avenger-class in terms of raw damage delivered.

In my experience, an Avenger may be rigged to deal enormous amounts of DPS (in the case of the USS Kate Pulaski, it's about 12k-25k, depending on active abilities plus 15% critical hit chance), while a Regent is perfect for shielding and tanking purposes (USS Scutum Sobiescii has 12k shields, over 67k hull and about 50% of all damage resistances) - her damage control, especially in Engineering Captain's hands are astonishing. I recommend Nukara Space Sets here (both). One of the few ships to survive the Crystalline Entity's blast from 10 kms away without any boff active abilities.

I find the avenger easier to dart about and get into an advantageous position with. I don't pvp unless it's with the fleet so I can't speak from a pvp perspective on it, but when it comes to the stfs, I usually go on one side in a pug while the rest of the group goes to the other, and I still have to help them finish off their gateway (in khitomer). I have both ships and just find I wrestle a little more with the imperial, and Mr. Davis can verify, I was looking forward to getting the imperial for a long time before I got my avenger.

Also, with the same gear on both, I don't find much advantage from the extra hull from the imperial, while I do find a lot of advantage with my avenger's 4 beams and torp spread 3 omega when I'm nosing in on something.

And yet, it appears that the Fleet Avenger-class can easily "double" as a Fleet Assault Cruiser Refit, and not the other way round. It is due to Regent's lacking Double Cannon and V.A.T.A. capability. Indeed, the Fleet Avenger packs a lot more punch than Imperial/Regent.

Mr. JC is naturally quite right in saying that both ships' Hull HPs are similar (my mistake), and that equipped with the same stuff they're nearly identical.
