LT JG Garudius,
We have a lot of capabilities to work with:
http://www.startrekonline.com/ships/vigilant
USS Dewey,
Vigilant Class
Tactical Escort
Class Specifications
Dimensions:
* Overall Length: 180 meters
* Overall Draft: 32 meters
* Overall Beam: 136 meters
* Displacement: 115,600 metric tons
Defensive Systems:
* Reinforced Deflector Shield Generators
* Dual Ablative Armor
Velocity:
* Cruising: Warp Factor 7
* Maximum: Warp Factor 9.5
Offensive Systems:
* Fore and Aft Type XII Phaser Arrays
* Fore and Aft Torpedo Launchers
* Phaser Cannons
Some advantages we have in the development of a stealth capability is the small size and extensive power reserves. Additionally its reinforced shield generators are highly modifiable which presents some interesting possiblilities.
My direction for this project is to preserve our defensive shield capability and enhance our passive sensor detection ability. We will not be upgrading to Quantum Torpedo capabilities This will give us some internal payload capacity to support additional equipment.
I'm depending on that brilliant mind of yours. I'll handle the engineering side. Lets get to work on some concepts...

In order to function, a typical cloaking device needs to be tied into a ship's deflector shield grid and requires a:
* projection matrix
* tetryon compositor
Until such components are available I have begun working on modification to passively make the Dewey less vulnerable to detection, I have laid theoretical plans for reducing the EM signature of active sensors as well as power plant emissions while enhancing passive sensor.
