I would like to get some thoughts and guidance on where I should begin. I have tried to scour the forums for some tidbits, but a lot of stuff seems outdated and i'm not sure if it still applies. As you all know I am a squishy noob when it comes to PvP.
What consoles/procs should I be focusing on to maximize a balance between survivability and lethality?
Obviously Mk XII gear is desired, but requires lots of grinding. What types of gear would be effective in the meantime?
Is there a specific damage type that is preferred over another?
I know I have some broad questions, but I am trying to get a starting point of ideas to try and set some goals to get useful equipment.

I'm goin to try to be broad so you can do what you want, but still help.
Basically as a Tac, your going to squishy no matter what. Your goal is to be able to put out a lot damage to kill you prey before he kills you. That and u never wanna to slow your ship, the more your moving the higher your defense and the more other people will miss you. Nothing is more satisfying then watching beam arrays miss you left and right.
Basically with the current skill tree any weapon you want is fine, pick your favorite color. You'll see a lot of ppl using phaser or disrupters. That's because the old skill tree they required the less points to spec in and because ppl love Star Trek and goin with canon. A lot of Tacs like Anitproton because they have the built in extra Crit Severity for more damage. For torps, Quantums are the heavy hitter favorite, photons for cool down, and Tricolbts are the wrecking ball but the cool down is 1 min. General PvP concensus is stay away from plasma weapons.
Utilize Dual Heavy Canons, they're your bread and butter. The most favored setup is x3 DHC, x1 Torp up front with x3 turrets in back. Some even like x4 DHC up front, but in my opinion(and Shacks) torps are very handy. X3 DHC and your turrets are enough to keep the shield down to sneak your Torps in.
For consoles it's your choice, just read the info. But the favorites are EPS for keep your weapon power up, nuetrinum for the energy and kinetic resist Eng. For Sci is the field generator and shield emitters. For Tac you want to stack up consoles boosting your specific weapon type(ie phaser=phaser relays). You'll also want the Borg console from the mission Assimilated.
Since your in the multi vector ull want to use the Alpha and Beta modes. Ignore Gamma.
For ship gear you can get the Borg Deflector and Engine for 10 EDC from doin STFs. This will give you the hull and shield heal bonus with your Borg console for the 3-piece set. They hit random and sadly the shield regen got nerfed hard. Stay away from that Borg Shield. Your shields are your armor, your hull won't keep you alive. So you want a shield with high cap(ie Reman, Aegis, Covariant with [cap]x3) When u get the EDC or tech drop get the MACO MkXI shield. It's got high cap and it's a resilient shield so it will help keep your hull safe.
Your bridge officers are your choice, only thing I advise is x2 emergency power to shields to help keep you flying longer.
Other then that your own your own for how you want things. Hope this gets you started.
