On a more serious note (not that CPT Bob isn't serious about the USS Woody)...
Here is what I've found as the Fleet Historian:
Including our Fleet, I've found 19 separate instances of the "7th" or the Word "Seventh" being used as part of Role Play or some other gaming group including in STO. The earliest Star Trek variant of the 7th Fleet I have found goes back to pre-BBS (bulletin board system - pre Internet dialup servers), role playing segment of the "Star Trek Fan Club" (that became Starfleet Command in the 90's) - the USS Kelly, 1986. The USS Kelly was the flagship of the Seventh Fleet.
The first reference to the 7th Fleet, in the actual text of the screenplays of Star Trek, was in DS9: Season 6 Episode 1, "A Time To Stand" (1997).
The apocryphal information (Memory Beta, Star Trek Expanded Universe and Star Trek Minutiae - and other wikis) and a bit of crunching numbers and data, gave the best timeframe of the reformation of the numbered fleets some time between 2190 to 2230, due to the escalation of tensions between the Terrans , the Klingons and the Romulans with their respective “neutral zones” in place. Numerous starbases were created to meet the demand of supporting the fleets in their area of operation in patrolling their part of those Neutral Zones and in safeguarding commerce. Also, it was also in this time that the Federation starships began being made by the collective of the UFP, instead of by the Federation's individual planets and with Starbases came the assembly of ships in space. The advent of the space-based shipyard made assembly and launch of starships much easier.

Post script: My research show us as having the largest presence (more clickable links on a google search) than any of the other sites. Our site and the German variant are the only 2 "7th" Fleets in the STO Fleet Directory (http://sto-forum.perfectworld.com/showthread.php?t=9791). And, outside of the fan films, we have the largest fan based video library on Youtube. We kickass!
