Apparently in the last patch to Tribble they added a 'contribute to fleet projects' permission to fleets. Currently only those at leader level have it. WE need this applied to everyone so we can start working on the starbase again.

There is also a permisison to buy from fleet provisioned stores.

All ranks within Tribble can contribute to projects and buy from the Fleet store. Thanks for catching that ThomasMarik
