Okay... Tired of the "Our strategy is kill the Deputy Commander early and often".  I'd be interested in getting inputs on a solid PvP ship/build/BO configuration. I'd like to start putting it together soon, so i can be ready NEXT quarter for wargames

Look for tank builds. Star Cruisers used to be the lankiest around although that may have changed with the new ships coming out.. If you are hard to kill you will tend not to be the primary target.

Sir, in my opinion the Odyessy Operations Crusier is the best tank in the game.

I agree. Only: the Operations Cruiser is probably better for those officers that aren't engineers (Imo that is). I'm an engineer in a Ody Tac cruiser and seem to be pretty tanky, even with full power to weapons (which is what I run most of the time).
